As mentioned it is not an imperfection but a result of assembly and materials used - tefzel gaskets + glue. Watch is assembled and built to be water resistant to 1500m and it is.

40.60 is diameter at bezel as case protrudes a bit outside at crown measurement there is 41.50. Factory is adding those details as a text to drawing.
